Under the EXPLORE/FILM Act (Jan 2025), small-group still photography and filming (≤5 people) generally does not require a permit if using only hand-carried gear, staying in public areas, and not impacting resources. Groups of 6–8 may fall under a de minimis use authorization. Larger productions, models/sets/props, or restricted-area access still require a Special Use Permit.

Commercial use

Commercial Use Authorizations (CUAs) are separate from film permits and are required for guided photography workshops/tours that bring clients into the park. Angels Landing hikes additionally require a lottery permit year-round.

Insurance

General liability insurance is typically required for any full Special Use / commercial film permit; not required for incidental small-group photography under the EXPLORE Act.

Fees

Park entrance $35/vehicle (7-day). Angels Landing lottery: $6 application + $3/person if selected. Special Use Permit fees vary by scope.
